FSSAI notifies standards for fortification of processed food products

The packet of noodles, pasta or rusk that you pick up may soon come with added vitamins and minerals. After setting fortification standards for staples, the Food Safety and Standards Authority of India (FSSAI) has notified norms for permissible levels of micronutrients for fortifying processed food products such as breakfast cereals, biscuits, breads, rusks, pasta, noodles, buns and fruit juices.

Companies that make such products can fortify them with micronutrients voluntarily. Also, products that are high in fat, salt and sugar will be “excluded” from the fortified processed foods category.

“Fortified Processed Foods may have fortified staples as raw materials and/or fortified with permitted micronutrients and additives as specified under the Food Safety and Standards (Food Product Standards and Food Additives) Regulation, 2011,” stated the latest notification.

Permissible levels

The FSSAI has restricted the amount of fortification that can be added to 15-30 per cent of the average daily dietary intake levels. This has been done to ensure balanced consumption of micronutrients fortified products. “The Fortified Processed Food shall provide 15-30 per cent of the Indian adult RDA (Recommended dietary Allowance) of micronutrient, based on an average calorie intake of 600 kcal from processed foods (approximately a third of daily energy requirement for an adult),” it said.

Companies will be able to fortify the products with iron, folic acid, zinc, vitamin B12, vitamin A, among other micronutrients. The notification has defined the levels of these vitamins and minerals per 100 gm. For instance, iron levels have been set at 1.4-1.7 mg per 100 gms of cereals.

Food Safety Compliance System (FoSCoS) has been operational in 9 States/UTs viz. Tamil Nadu, Delhi, Gujarat, Odisha, Chandigarh, Goa, Manipur, Puducherry and Ladakh wef 1st June 2020. FSSAI is now ready to extend FoSCoS to entire country wef 1st November 2020.

Since 2011, the FSSAI’s online licensing platform FLRS (Food Licensing and Registration System) is the soul of the licensing ecosystem with 100% India (all State and UTs) coverage, 70 lakh licenses/ registrations issued till date, over 40 lakhs licensees/ registrants actively transacting on it.

FSSAI is launching its cloud based, upgraded new food safety compliance online platform called Food Safety Compliance System (FoSCoS, URL – https://foscos.fssai.gov.in). It will replace the existing FLRS (URL – https://foodlicensing.fssai.gov.in).

FoSCoS is conceptualized to provide one point stop for all engagement of an FBO with the department for any regulatory compliance transaction. FoSCoS has been integrated with FoSCoRIS mobile app and will soon integrate with present IT platforms of FSSAI such as INFOLNet, FoSTaC, FICS etc.

Sample management, improvement notices, adjudications, audit management system etc activities/ modules will be enabled in phased manner in future. Technologies such as GPS location tagging, picture capture etc will be utilised in future to ensure transparent and accountable extension field services such
inspections and sampling.

In future it will be integrated with other platforms of Government of India such as GST, PAN, MCA etc. to ensure a 360 degree profiling and validation of businesses. A single regulatory platform will enable pan India integrated response system to any food fraud and ensure an advanced risk based, data driven regulatory approach.

FoSCoS will be offering licensing, registration, inspection and annual return modules. It essentially has flows similar to FLRS, so that users have convenience in migrating to FoSCoS.

The Food Safety and Standards Authority of India (FSSAI), recently released the results of the second State Food Safety Index to celebrate World Food Safety Day during a webinar.

The State Food Safety Index ranks states on five parameters of food safety through a rigorous evaluation process every year. This year, among the larger states, Gujarat was the top-ranking state, followed by
Tamil Nadu and Maharashtra.

On this occasion, FSSAI also released an E-handbook on “Eat Right during COVID-19” for citizens. An updated detailed guidance note ‘Food Hygiene and Safety Guidelines for Food Businesses during COVID-19 pandemic’ was released.
